The current trainer and assessor qualification on the national training register is TAE40122 Certificate IV in Training and Assessment, first released on 8 December 2022 as the equivalent of the TAE40116 it superseded. The register describes it as the qualification for entry-level vocational education and training (VET) teachers, trainers and assessors, and says it meets the minimum education requirement for trainers and assessors working without supervision under the VET rules that apply.
General information drawn from the register’s own entries. This page does not cover the separate rules for trainers working inside registered training organisations.

Who it is for
The register says the roles it covers can sit in registered training organisations, enterprises, community organisations, schools and other settings where VET is delivered. Its entry requirement is vocational competence in the area a person intends to train and assess in, which the register defines as broad industry knowledge and experience, and which may include holding a relevant unit or qualification.
In other words, the Certificate IV is about how to teach and assess; the trade or subject being taught has to come with the person.
How it is made up
The packaging rules call for 12 units: all 6 core units, plus 6 electives. At least 3 electives must come from Group A, training and assessment. Of the rest, all may come from the qualification’s own elective list, or up to 2 may come from another currently endorsed Certificate III or higher qualification or accredited course, with no more than 1 from a Certificate III.

The four elements of work skill instruction
TAEDEL311 is built from four elements, in this order:
Organise instruction and demonstration
Conduct instruction and demonstration
Check training performance
Review training performance
Safety sits inside it. One performance criterion under the second element is to brief learners on work health and safety procedures and requirements before and during training, and another under the first is to confirm a safe learning environment. That lines up with the duty in row 01: the person showing the task is often the one giving the information, instruction and supervision the law asks for.
